Visitor Experience: Tour the Art-Deco Lobby and Buffalo Common Council Chambers!  The interior of the observation deck on the 28th floor will be open where you can enjoy a bird’s eye view of the city through the windows (exterior is closed for construction).  Note: No wheelchair access to the observation deck level.  Visitors can take the elevator to the 25th floor and walk up the remaining 3 flights.
